Management Team

The PortalCERT management team consists of executive leaders with experience in their respective disciplines, enabling them to aggressively manage and grow PortalCERT. Each executive has personal experience in performance assessment and certification, the core business of PortalCERT, to enable him to work with others as a team with common vision, and to build the business from the ground up. PortalCERT management has established two advisory councils for help and advice in developing key business and standards direction and processes.

Chairman – H. James Harrington, Ph.D.

James Harrington - During the last 15 years, Dr. Harrington has become the most prolific writer of all the American quality gurus. Dr. Harrington started with IBM as an apprentice toolmaker at age 18 and rose to the level of Senior Engineer and Project Manager in Quality Assurance at IBM Corporation. During his 40 years with IBM, he gained a wealth of practical management experience in manufacturing, test engineering, reliability engineering, and quality assurance. As one of IBM’s Quality Managers for more than 30 years, he helped develop IBM’s quality systems used in the 1960s through 1985. He was President of Harrington, Hurd and Rieker, a well-known performance improvement consulting firm until Ernst & Young bought the organization. Dr. Harrington served as the International Quality Advisor for Ernst & Young and as Chairman of the Board of Emergence Technology Ltd., a high-tech software manufacturer and developer.

He also serves on the Board of Directors of a number of national and international companies. Dr. Harrington is past Chairman and past President of the prestigious International Academy for Quality and of the American Society for Quality. He is an “A” level member of ISO’s TC 176 that wrote the ISO 9000 Quality System standards as well as TC 207 that wrote the ISO 14000 environmental standards. He is a member of the Board of Directors of the 14000 Environmental Management Foundation.

CEO - Praveen Gupta, MSEE, ASQ Fellow

Praveen Gupta - Entrepreneur who started ezBOL.com, Partner at Quality Technology Company, and was a member of the development team of Six Sigma methodology at Motorola during the 1980’s. He is extensively trained and experienced in hardware, software, service, and e-Business, with 20 years' combined experience at Motorola and AT&T Bell Labs. Praveen has published over 50 papers and writes a monthly column in IEEE ACM magazine. Through his years of activities in the performance arena, Praveen brings to PortalCERT a wide range of relationships with key players in the business performance improvement area.

Phil Armour - Mr. Armour has extensive experience in software development and training at United Airlines and Motorola University. He publishes a column on Software for IEEE ACM magazine. Phil is widely recognized as an instructor in the Software Architecture, database and SEI CMM disciplines.

Operations (COO) - Anil Saigal, MSCS, MSEE
